Nowy Rynek C in Poznań, developed by Skanska Commercial Development Europe, is the first office building in Poland to receive a certificate confirming compliance with the requirements for a Category 1 protective concealment structure. The technical assessment was conducted by a team of experts from the Protective Construction Centre, operating within the Faculty of Civil Engineering and Geodesy at the Military University of Technology.
The certificate confirms that key structural elements of Nowy Rynek C, including the underground garage, provide the highest level of protection stipulated for Category 1. In practice, this means, among other things, resistance to the effects of natural disasters, ammunition fragments, loads caused by rubble, and falling structural elements.
“Nowy Rynek C project assumed compliance with stringent safety requirements from the very beginning – even before the so-called shelter law, which imposes obligations on construction projects related to public protection in emergencies. Obtaining the certificate is the result of over two years of work, dozens of safety analyses, and the application of advanced engineering solutions during construction, including reinforced concrete construction and increased resistance of ceilings and walls to dynamic loads. For future tenants, this means an additional level of safety and protection,” says Roland Jarosz, Project Director at Skanska Commercial Development Europe.
The certificate was issued based on a technical opinion by experts from the Protective Construction Centre of the Institute of Civil Engineering, operating within the Faculty of Civil Engineering and Geodesy of the Military University of Technology.

This demonstrates that modern construction can and should set standards for public protection based on the latest technical knowledge. Nowy Rynek C is Skanska’s latest office building, scheduled for completion in 2027. It will offer over 28,700 sqm of gross leasable area (GLA) and will have six above-ground floors. The building will be completely independent of the district heating network and 100% powered by renewable energy.
